What is Eugenics?
Eugenics is an ideology based on selective breeding, which is an agricultural practice with plants or animals where some members of a generation are selected to breed the next generation. For millenia, some people have sometimes talked of applying this to humans. Eugenics is a formalized systematic approach of rearranging social policy to discourage or prevent certain humans from reproducing, and encourage others, often through force.
The term was coined by Sir Francis Galton, a cousin of Sir Charles Darwin. In 1883 he wrote the book Inquiries into Human Faculty and Its Development, and stared a new wave of social theory in Britain, which then became very popular in the USA, and then was spread to continental Europe. Forced sterilizations by the government were introduced in the USA in 1907, and upheld by the Supreme Court in Buck v. Bell, 274 U.S. 200 (1927), and then spread to socialist countries like Sweden and Denmark, and later Germany. Japan also implemented such laws.
The Nazi Party in Germany (The National Socialist Party) gave Eugenics a bad name in WWII, after which Eugenics proponents, such as administrators at the United Nations like Julian Huxley, or powerful funders like Rockefeller, changed their terminology, talking instead about 'transhumanism' and 'population size'.
The British Eugenics Society was renamed The Galton Institute in 1989, and renamed the Adelphi Genetics Forum in 2021, and the Eugenics movement continues and thrives to this day, with only slightly altered rhetoric about "controlled evolution" and "overpopulation".

New York, Sept. 3, - Mrs. E. H. Harriman's gigantic eugenic enterprise at Cold Springs Harbor, Long Island, to ascertain "what is the matter with the human race," launched a campaign to-day for the sterlization of 15,000,000 Americans. Coincident with this amazing statement comes the announcement of the plan of the Eugenic Society, which will have at its disposal the vast fortune of Mrs. Harriman, liberal financial assistance from John D. Rockefeller and Andrew Carnegie, and scientific aid from Alexander Graham Bell and the greatest host of scientists ever joined in a great undertaking. For four years preliminary work has been quietly conducted, not only at Cold Springs Harbor, but by field workers all over the world.
The board, which will have direction of the work, consists of the following famous men: Alexander Graham Bell, inventor of the telephone, scientist and philanthropist chairman: Dr. W. M. Welch, pathologist of Johns Hopkins University, Baltimore, vice chairman; Dr. I F. Barker, of Johns Hopkins and president of the National Commission of Hygiene; Dr. T. H. Morgan, zoologist, of New York; Irving Fisher, professor of political economy at Yale, and Dr. E. E. Southard, the pathologist, of Boston.
The secretary to the board and resident director is Dr. Charles B. Davenport, the New York biologist. H. H. Laughlin is superintendent, and Prof. Howard J. Banker, a noted botanist of Depau University, has been installed as scientific expert.
The organisation, after his four years' work in this country and Europe reached the conclusion that sterilization of defectives was the greatest work for them. Statistics gathered reveal the amazing fact that 10 per cent of the present population of the United States are defectives, who must be blotted out as regressers of human life."

"The Rockefeller Foundation made an initial grant of $2.5 million in 1925 to the Psychiatric Institute in Munich, gave it $325,000 for a new building in 1928, and continuously sponsored the institute and its Nazi chief Rudin through the Hitler era. The foundation paid for a 1930-35 anthropological survey of the "eugenically worthwhile population" by Nazi eugenicists Rudin, Verschuer, Eugen Fischer, and others."

"John III, however, was adamant. With a personal grant of $100,000 he founded a new group called the Population Council, and followed that soon after with a $1.25 million donation. Soon, the Rockefeller Brothers Fund joined the cause. Before long, the Ford Foundation pitched in $600,000, followed by a $1.4 million Ford grant later in the 1950s. (Ford continues to be a significant donor to the council today.) Eventually the Rockefeller Foundation itself became a major donor. Foundations like Mellon, Hewlett, Packard, and Gates became involved later, and the Population Council now operates in scores of countries, spending $87 million in 2014.
From its beginning, the Population Council was associated with eugenics. Its first president, Frederick Osborn, was a founding member of the American Eugenics Society. Eugenics and alarm about population growth were entwined for decades, and there has been no shortage of wealthy philanthropists willing to spend money to reduce births among poor families in other countries."

John Rockefeller Senior, Junior, and the Third were all strong supporters of the eugenics movement, as was George Eastman. But funding by elite philanthropists for population control, particularly abroad where growth was fastest, really ramped up starting in 1952.
At that time, John Rockefeller III created the Population Council, an influential information and lobbying group whose first administrator, appointed by Rockefeller, was Frederick Osborn, founder of the American Eugenics Society and trustee of the eugenics-promoting Pioneer Fund. Almost immediately after, the Ford Foundation made its first grant for population control, and by the late 1950s Ford was dispensing million-dollar grants to this cause. Throughout the Population Council’s first 23 years, Ford provided $94 million."
